Behavioral Health director reports ACT launches, Mobile Crisis funding through FY2027, and NCQA preparation

Chelsea Stoner, Assistant Deputy Director for Mental Health at Napa County Health and Human Services Agency, provided the Behavioral Health Director's report. Stoner outlined implementation steps for the Behavioral Health Services Act (BHSA) and confirmed the launch of Assertive Community Treatment (ACT) and Forensic ACT services. She reported continued state funding for Mobile Crisis Services through Fiscal Year 2027, ongoing recruitment for the Deputy Director of Behavioral Health position, and preparation work for NCQA accreditation.
Stoner also described progress on the Children's Crisis Stabilization Unit expansion and listed upcoming Board presentations scheduled for July (ACT), August (Behavioral Health Budget), and September (High Fidelity Wraparound). She noted Board of Supervisors consideration of BHSA early intervention contracts is forthcoming and invited Board participation in the Deputy Director interview process.
