IT director warns of rising subscription and security costs in 2027 budget

Information Technology Director Joseph Tongoy presented the IT budget ($1,129,561) and detailed planned increases across critical software and security tools. Tongoy said the Microsoft 365 subscription is expected to rise from $39,000 to $53,896 and GIS enterprise subscriptions from $3,825 to $16,600; he also identified a planned capital improvement fund allocation ($70,000) for server lifecycle renewal and penetration testing. "He indicated that a lot of the subscriptions are expected to increase significantly next year," Tongoy said when describing budget pressures.
Tongoy said he is auditing subscriptions to eliminate redundancy and plans to hire an entry-level position—rather than an assistant director—to control costs while maintaining services. Commissioners pressed on outsourcing options; Tongoy said some functions are already outsourced (website hosting via CivicPlus, Sophos for fraud detection) and there is limited opportunity to outsource the four main critical functions.
