Council appoints Historic District Commission to study 4th Street Historic District

Councilmember Gretchen Bertschy moved and Councilmember Jessica Nelson seconded to appoint the Historic District Commission (HDC) as the Study Committee to evaluate the 4th Street Historic District. The motion passed by unanimous roll call; the appointment appears as Item 6 in the minutes for July 28, 2025.
During public comment prior to the vote, Mary Ellen Drolet, a member of the Historic District Commission, said the wall at the southeast corner of 2nd and Sycamore falls within the historic district and "should have required a Certificate of Appropriateness," a point City Administrator Huff confirmed by describing the wall’s location. The council’s action formally delegates study responsibilities to the HDC for the 4th Street district.
