Public works staff updated the council on the state-mandated lead service-line inventory and said the city submitted the required report to the Department of Health. Staff reported nine property owners indicated they have lead service lines, 42 reported galvanized service lines, and about 1,000 service lines remain "unknown" pending field verification of material.
Staff explained the next step is sending three different Department of Health template letters in October to property owners in each category (lead, galvanized, unknown). The notices will explain health effects, steps residents can take to reduce exposure and information about future replacement programs funded by state or federal sources. Staff also noted properties constructed after 1985 are generally known to have copper or plastic service lines due to changes in solder and materials, so the unknowns are primarily older properties. Field verification and further outreach will follow.
