County submits legislative goals to NCACC process: veterans courts, reclaimed water uses, EV charging fees

Durham County's legislative staff opened the biennial NCACC goals process and presented three department'initiated proposals for statewide consideration. Deborah Craig'Ray explained the deadline and portal process for submitting county goals to the County Commissioners Association and said staff planned to return on Aug. 10 to finalize the board'approved list.
The three departmental goals presented were: (1) creating veterans treatment courts across the state to rehabilitate justice'involved veterans rather than defaulting to incarceration; (2) amending state statute or rules to broaden allowable uses of reclaimed water produced by the Triangle Wastewater Treatment Plant to reduce potable water demand; and (3) correcting a statutory oversight so counties (not just cities) are explicitly authorized to charge user fees at public electric vehicle charging stations. Tobin Fried, the county sustainability manager, explained the EV charging proposal as a small legislative fix that would allow counties to recoup electricity and operating costs and manage turnover at charging bays.
