City council approves FY27 action plan for CDBG, HOME and ESG funding (10–0)

The Department of Community Development presented the city’s FY27 Annual Action Plan for HUD funding — Community Development Block Grant (CDBG), HOME Investment Partnership and Emergency Solutions Grant (ESG). Shirley Kelly, of Community Development, explained the plan allocates federal entitlement funding and that the citizens advisory board conducted hearings and provided funding recommendations.
Kelly said staff sent a condensed budget worksheet to councilors to make funding allocations easier to review. The plan will be subject to HUD reporting and a CAPER performance report at year-end to confirm outcomes. Councilors asked for clearer summary columns showing how specific allocation amounts map to programs; staff agreed to add that in future distributions.
Council voted to approve the FY27 Action Plan by roll call; the vote was recorded as 10–0.
