Board clears multiple encroachments and utility crossings, sets standard boring depth and owner-removal conditions

In a block of mostly noncontroversial approvals the Allen County Drainage Board on May 7 approved multiple encroachment petitions and utility crossings, including INDOT's culvert rehab on SR 37 (Doc #26-082), Lecom's underground fiber directional bore (Doc #26-084), Simmons Office Park fencing encroachment (Doc #26-087, approved with an owner-removal note), and several NIPSCO gas-main directional bores for Coldwater Road and Grabill Road (Docs #26-092, #26-093, #26-094).
ACSO recommended approval for each petition. The minutes record the technical minimum for directional bores: "Minimum requirement for boring to be 5' below lowest ditch grade or 3' below tile." The Simmons Office Park approval was conditional: property owners must remove and replace fencing at their expense if future maintenance requires it.
Board members moved and seconded the routine approvals and each motion carried. These approvals allow utility and roadway projects to proceed while preserving board authority to require removal of obstructions during maintenance.
