Board approves periodic maintenance fund for Amstutz No.1 with revised assessment roll

At a May 7 public hearing the Allen County Surveyor’s Office presented and the Board approved a petition to establish a periodic maintenance fund for the Amstutz No.1 Drain (Doc #26-079).
Joe Magsam of ACSO described revisions to the originally distributed report, noting that subdivision common areas were removed from assessments and that one parcel was removed after being determined outside the watershed. ACSO proposed rates of $5.00 per acre with a $25 minimum for residential/ag/vacant/exempt properties and $20.00 per acre with a $100 minimum for commercial/industrial/utility/rail properties. The revised projected annual collection is $7,672.91 and the eight-year high balance is $61,383.25; the maintenance cost estimate is $85,740.00.
One letter of objection raised concerns about fixed-income property owners and suggested developers should pay; ACSO reiterated that under Indiana Drainage Code 36-9-27 properties that use a regulated county drain may be assessed. The board approved Doc #26-079 on a motion by Rich Beck, seconded by Ron Turpin.
