The Fargo Moorhead West Fargo Chamber of Commerce asked the Clay County Board of Commissioners to renew a $100,000 annual contribution to support regional advocacy, workforce development and civic‑engagement programs.
Shannon Foll, the chamber’s president and CEO, said county investment helps create conditions for private investment and regional coordination. "The investment is much more, though than about funding programs. As you see on this slide, it creates the conditions that allow the economy to thrive," Foll said.
Cale Dunwoody, vice president of public policy, described the chamber’s advocacy work in Saint Paul and Washington, noting the organization tracked about 130 bills this session and focused on roughly 13 priorities with a reported 62% success rate. Jane Regnes Frisch, vice president of workforce and talent, described industry sector partnerships in health care, cybersecurity, manufacturing and agriculture and cited regional workforce outcomes, including a Good Jobs Challenge program that the presenters said has upskilled 823 individuals and directed more than $1.2 million in training dollars to Clay County residents through M State.
Commissioners asked clarifying questions about program metrics and expressed support for continued county participation; no final funding vote was taken at the meeting, though board members signaled support during the discussion.
