Applicant David Schwert (S7) described the project as an upgrade to an older, unpaved park that would provide paved roads, paved driveways and a sanitary sewer system to replace septic tanks: "So this project basically is redesigning this existing mobile home park that's already zoned mobile home park and putting in paved roads, paved driveways, and a sanitary sewer system instead of septics." He said the team is coordinating with Grand Strand Water and Sewer to secure a 66‑foot easement for utilities and roads and cited American Planning Association guidance for the proposed layout. The commission asked staff and the applicant to provide the handout and plan details for the next hearing.
