Staff described a formal request from the Onslow Water and Sewer Authority (Anwasa) for a perpetual easement that would allow construction and maintenance of a sanitary sewer forced main across a portion of land at the northern border of Dixon Middle School.
The presenter said existing transmission infrastructure in the proposed area — installed under a 2015 easement granted to Jones Onslow Electric Membership Corporation — currently restricts any digging deeper than six inches and complicated the sewer proposal. Staff said Anwasa has provided informal communication that the cooperative will permit the sewer installation and that staff were working with Jones Onslow to secure a formal agreement. "So at this time, staff request the board consider a motion to grant Anwasa a sanitary sewer easement on the grounds of Dixon Middle School as presented pending official agreement from Jones Onslow Electric Membership Corporation," the presenter said.
Why it matters: Staff said the requested easement would not affect day‑to‑day operations or future expansion at Dixon Middle School because the area already contains utility infrastructure. The board moved, seconded and the chair announced the motion carried.
Next steps: Staff will continue negotiations with the electric cooperative and proceed only after securing formal permissions.
