The council approved Pay Application No. 8 for the downtown improvement Phase 1 project in the amount of $241,225.52 to TK Concrete for utilities installation and paving on Morford streets. Chair introduced the payment and a motion was made and seconded before the council voted to approve the item.
During discussion, the project manager reported electrical work under sidewalks, sidewalk pours scheduled between First and the alley, and plans to "start working south of the 10 Pig" to pour additional sidewalks. He said engineers reviewed current work and stressed the need for detailed, realistic operational schedules to avoid multi-day delays. The manager reported target completion dates: "October 16 and then November 6 is full, everything completed," and said weather and coordination across funding sources (state, HUD) could affect that timeline.
Council also approved Change Order No. 1 for the downtown Phase 1 project in the amount of $700 to add redundant drain curb stops for two drinking fountains to aid winterization and reduce bacteria risk. The change order was described as a small, value-added winterization item and passed on voice/roll-call.
