Commission approves $18,000 engineering agreement for final phase of Elkton street improvements

The Brookings County Commission voted June 4 to approve Agreement No. 26‑42, a professional services contract for final design and bidding of street improvements tied to Elkton’s sewer and water project.
County staff and an engineering consultant told the commission the work is the project’s fourth and final phase. The consultant said total street improvements associated with the phase are just under $1.9 million; about $690,000 of the cost will be covered through the city’s water and sewer funding package and roughly half of the sewer/water portion was awarded as grant funds, with the remainder financed through a State Revolving Fund (SRF) loan. The consultant estimated the SRF portion would add about $17 per month to a user’s water and sewer bill over a 30‑year repayment term.
Commissioners asked whether the higher current estimate reflected more detailed design work than earlier preliminary numbers; the consultant said preliminary numbers had been refined during design and that the bidding market currently looks favorable. The commission discussed timing for budgeting and agreed it would consider the project in the FY2027 budget process before publicly advertising bids and awarding construction contracts.
The motion to approve the $18,000 design and bidding agreement carried on a roll‑call vote with commissioners present voting aye.
