The Jay County Board of Commissioners convened Feb. 9, 2026, approved minutes from Jan. 12 and unanimously adopted a slate of routine appointments and procurement actions. Duane Monroe presided over the meeting that included votes on finance appointments, reappointments to the Cemetery Commission and several contract approvals.
Commissioners appointed Monroe as president of the Board of Finance and named Chad Aker and Doug Horn as the other members after Treasurer Jonelle Foreman presented the 2025 interest receipts and an investment policy. The board also reappointed Michael Leonhard and Jane Ann Spencer to the Cemetery Commission and Shannon Current as the non‑voting school representative to the Redevelopment Commission. Multiple procurement approvals included United Consulting contracts for Bridge #93 ($167,000) and Bridge #110 ($164,300) (80% reimbursable by INDOT), acceptance of tube bids for highway use, and the purchase of EMS textbooks and charting software for JEMS.
Formal resolutions were passed to set public hearings on tax‑sale properties in Portland and Redkey (Resolutions 2026‑02 and 2026‑03); notices will be rescheduled to March 9, 2026 after publication delays. The meeting ended with approval of payroll, the treasurer's report and claims dockets; commissioners adjourned at 12:56 p.m.
