County adds K‑23 bridge to five‑year plan, approves propane procurement and plan set with one abstention

Severs told the board the project carries no state or federal funds and is locally funded. “The new estimate puts us near 1000000 dollars, which is able to be budgeted in this year's secondary roads budget,” Severs said. Supervisor Mark explained he would abstain on the bridge votes because the project is close to his residence; the board approved the five‑year program resolution and the bridge plan set 4–0 with one abstention.
The county engineer also presented bids for 56,525 gallons of propane to serve multiple county facilities. Three bids were received (Sapp Brothers at $1.18/gal, New Century FS at $1.19/gal, Johnson Propane at $1.21/gal). Because Sapp Brothers sought contract language the county had not previously accepted, staff recommended taking the second bidder (New Century FS), a difference of roughly $0.01 per gallon; the board approved awarding propane to New Century FS (motion passed 5–0).
The board did not debate project funding sources beyond confirming the project is local and that the engineer's office will manage plans and signage; staff will forward plan sets for signatures and proceed with project scheduling.
