Board approves $600,000 CDBG pass-through subrecipient and hires Simcoe to administer grant

The board approved several actions to implement a Community Development Block Grant (CDBG) of $600,000 for which Woodbury County will act as pass-through to the Crittenton Center.
Ryan Erickson explained the county signed a contract with the state agency and must now execute a subrecipient agreement with the Crittenton Center, a grant‑administration contract with Simcoe and an environmental-review acknowledgment. Erickson said Simcoe — required because the county lacks a certified grant administrator — initially proposed a $30,000 fee and agreed to reduce it to $24,000.
“All those are the four items that are up for approval,” Erickson said. The board approved the subrecipient agreement, the Simcoe administration contract, the environmental review acknowledgment and an authorization to add alternate signatories (each item passed on voice vote, 5–0).
The county will use Simcoe to administer federal compliance tasks for the grant and Simcoe's fee will be paid from the $600,000 pass-through award; board members noted the arrangement should not cost the county general‑fund dollars.
