The Mount Carroll City Council agreed on May 13 to refer a proposed zoning text amendment that would permit residential units on the first floor in the downtown business district when authorized by a special-use permit to the Planning Commission for study and wording review.
Mayor Carl Bates said the Ordinance Committee had agreed to make the change and that the Planning Commission and city attorney will work on the detailed language. Alderman Jeff Soenksen moved to refer the amendment and Alderman Paul Kaczmarski seconded; the roll call vote was 6–0.
The referral begins a process of drafting specific ordinance language and holds further public review at the Planning Commission level; council members did not adopt any regulatory text at the May 13 meeting.
