Town Attorney read the ordinance title into the record and staff summarized that the current draft removes references to private property and clarifies which town-owned sites require council review versus administrative approval. "This ordinance basically provides the framework for staff to be able to handle proposals that we receive for special events on public property," staff said. Council member Castle moved for adoption; a second was recorded and the measure passed on a voice vote recorded as 4-0.
