Council OKs $32,750 piggyback agreement for wastewater lateral lining

The Lantana Town Council voted April 27 to authorize a piggyback contract with PLD (referred to in the meeting as BLD/PLD Services) for in-place rehabilitation of wastewater lateral service lines in cases where open excavation would be costly or damaging. Funding of up to $32,750 for the project is included in the FY25–26 public services budget.
Utilities manager Daryl Warren explained that many of the laterals targeted run under yards or through tree roots and cannot be opened economically; lining the laterals avoids uprooting specimen palm trees or disturbing the library site. “These ones all happen to already have a clean out… so as long as there’s a clean out or there’s access into a manhole where the lateral goes into the manhole, we can line that,” Warren said.
Councilors asked for clarification about which addresses are included; staff acknowledged a small address typo in the packet for one item but confirmed the library’s lateral and other properties are included. The motion to approve the piggyback agreement carried unanimously, 5–0.
