County told intersection widening proceeding; escorts and closures planned for oversized battery deliveries

Mr. Ortman updated the board on multiple transportation projects, saying the intersection-widening project at 400 North and State Road 3 is moving forward once bonds are posted. "All the design paperwork, permission, everything's being accepted by NDOT," he said, adding that the contractor must post bonds before full mobilization.
Ortman described traffic and safety measures for large deliveries related to nearby battery infrastructure work: bridge jumpers will be installed over bridge drains, and heavy loads will be escorted with road closures except for local traffic, emergency vehicles and school buses. He also described upcoming restriping and chip-and-seal operations, and said the state will videotape routes before work to document pre-existing conditions and establish a basis for future repairs and reimbursement.
Commissioners asked about timing and maintenance responsibilities; Ortman said subcontractors will meet large loads at State Road 3 and escort them to the site, and that reimbursement for damage requires preapproval and documented condition reports. The board asked staff to confirm scheduling and contractor contact information.
