Staff told the board that the combined water and wastewater fund will carry a projected $16,000,000 beginning balance into FY26 and that several capital projects (mains, lift stations and treatment work) are planned to be funded through certificates of participation. The presenter said five of six major projects are expected to start or be bonded in 2026.
On a specific wastewater item, staff said HDR identified a roughly $1,000,000 placeholder for a taste/odor treatment or an added layer in the treatment process; staff cautioned the figure is preliminary and will be refined when the project lead and HDR provide technical recommendations. The board agreed staff would bring refined cost and scope information as it becomes available.
