Council adopts massage‑facility licensing ordinance requiring fingerprint background checks

City Clerk Toby Duffy presented ordinance 26‑01, which implements state requirements enacted by a recent house bill to require fingerprint background checks for owners, operators and employees of certain massage facilities. Duffy said the ordinance excludes licensed massage therapists (who are screened by the state) and certain temporary or incidental uses, and described red flags residents should report.
"When you see something, say something," Duffy told the council as she outlined next steps, including outreach to the two existing massage facilities in town and a deadline for them to complete fingerprinting by Aug. 1. Council members debated administrative responsibility and outreach; the council voted to adopt the ordinance on second reading.
