Board recommends allowing churches as conditional or administrative uses in NC

Principal planner Lauren Price told the board that ordinance 2026-06 would add "places of worship" to the Neighborhood Commercial (NC) use table as a conditional use when the assembly is medium intensity (greater than 2,500 square feet) and as an administrative use when low intensity (2,500 square feet or smaller). She said assembly uses are already permitted in other commercial zones and staff finds the amendment consistent with the adopted future land use and the rezoning discussed earlier.
After the presentation there was no public comment. A board member moved that the board recommend the City Commission adopt the proposed LDR text amendments, including the ordinance adding places of worship to the NC district; the motion was seconded and approved by voice vote. The amendment will proceed to the commission for formal readings, where conditions and standards for conditional uses will be applied during review.
