Fairfield police chief asks county to review Saints SART funding and transparency

Dan Marshall, chief of the Fairfield Police Department, used the public-comment period on Aug. 4 to ask the Solano County Board of Supervisors to agendize a financial review of the Saints SART (Sexual Assault Response Team) program and any county funding supporting it. Marshall said Saints SART Executive Director Carrie Cordero had publicly stated the program required an additional $90,500 in county funding to sustain services.
Marshall provided figures that raise questions about the program's financial picture: he said the cost of a SART exam increased from $2,300 to $2,800 effective July 1 and that there were 114 SART exams countywide in 2025. He calculated that, under certain assumptions, continuous on‑call nursing coverage might cost roughly $175,200 annually and estimated call‑out costs of about $45,600 for the prior case volume. "As a nonprofit organization receiving public funds, I believe transparency is essential to maintaining public trust," Marshall said, and he asked the board to evaluate whether a joint powers agreement with hospitals could deliver the service more efficiently.
The chair asked Marshall to provide his calculations and supporting data to the board by email; Marshall agreed to do so. The board did not take immediate action but said the matter would be discussed further and could be placed on a future agenda for detailed review.
