Board debates operational procedure manual; survey and study session planned

Superintendent Perry presented a draft operational procedure manual intended as a concise guide to board responsibilities, superintendent duties, meeting procedures, committee expectations and a code of ethics for trustees. "So when we have new members, basically, this is just an overview of the board's responsibilities, the superintendent's responsibility, kinda like just an overview of whose roles are what," Perry said, describing the document as a "cliff note" version of policies used in nearby districts.

Some trustees objected to specific provisions. Trustee Holder said the draft went "overboard" and objected to a proposed limit that would let board members speak only twice on any motion, calling that restriction inappropriate if additional, nonredundant information is necessary. Trustee Holder said, "They should not be limited to 2 times if as long as it's not redundant and it's pertinent to what is going on." Trustee Chambliss urged inclusion of administration in drafting and asked that discussion focus on agreed bullet points rather than an immediate adoption.

Rather than adopting the manual at the meeting, trustees agreed on a process to gather input and revisit the item: Perry will circulate a Google Forms survey to collect trustee preferences and administration will place the item on the August 17 agenda or on a study session (trustees suggested scheduling the study session no later than late October if feasible). Superintendent Perry summarized the next step: "I'll send out the survey, and then, we can have bring it back to the next agenda item on August 17." The board did not vote on the manual at this meeting; members supported forming a study session or committee to refine the draft and consider legal and administrative input before any adoption.
