City attorney Spindler Craig asked the council to waive the typical minimum of 25 days between the first and second readings of an ordinance amending flood plain overlay definitions to accommodate a rapid federal timeline. He said the waiver mechanism is contemplated in the city charter and is used sparingly.
The council moved and unanimously approved the waiver and set the second reading for Aug. 17, 2026. Attorney Spindler Craig noted staff and legal recommended the motion for the narrow circumstances described in the staff report.
