Council rescinds Moin contract award, cites communication breakdown and will rebid

Brett, a city staff member overseeing procurement, told the council that a breakdown in internal communication meant staff did not fully capture required specifications before awarding the Moin contract to Earthworks Services LLC. "We discovered is that we had a breakdown of communication and that did not happen," he said, and recommended rescinding the prior award and rebidding with revised specifications.

Council discussed the matter briefly, expressed appreciation for the staff review, and approved the motion to rescind the award and readvertise the project. Brett apologized for the error on the record and said staff had revised the specifications and would move forward with a new procurement process.
