Greenville City Council voted unanimously to authorize the city manager to make an initial acquisition offer for an approximately 17-acre tract adjacent to Lee Street to install public utilities and raw water infrastructure and to preserve options for trails or park uses.
City Manager Summer told council staff believe the parcel is full floodplain, estimated at $10,000 per acre and likely closer to 15.94 acres once surveyed. "They're asking for $10,000 an acre," Summer said, and staff requested authority to enter into any purchase up to a $170,000 ceiling so they can obtain a survey and finalize acreage. Summer added the easement account holds roughly $344,000 and that the $170,000 ceiling would leave the account with ample funds for other easement needs.
The authorization allows the manager to proceed with a survey and follow-up offer; if the final price exceeds $170,000 staff will return to council. Mayor called for the motion and it passed unanimously. The council recorded no public testimony on the item.
