District and CSEA present opening proposals as 2026–27 negotiations begin

Associate Superintendent of Human Resources Jason Rubin presented the District’s initial proposal, identifying Article 7 (Bus Driver Provisions) and Article 14 (Compensation) as primary negotiation topics and noting the District seeks a multi‑year compensation agreement. The minutes state that "Initial proposals will be posted on the SUHSD website, and a Public Hearing to allow comment on the proposals presented this evening will be agendized for the June 9 regular Board meeting." Rubin also relayed that CSEA’s initial position acknowledges the CBA expires Oct. 31, 2026, meaning the contract is fully open and that all articles may be discussed.
Trustees did not take immediate action beyond receiving the proposals. The timeline for negotiations and the posting of proposals to the district website were highlighted, and associations including SSEA, ESP and CSEA were listed in closed-session labor discussion earlier in the evening.
