Traffic study recommends single-lane roundabout at 106 & Western to avoid future congestion

Lincoln County Highway Superintendent Terry Floyd introduced IMAG consultants Josh Prather and Justin Pump, who presented a 20-year traffic analysis of the Highway 106 and Western Avenue intersection. The consultants said the current intersection operates at a level-of-service E and would reach F under every modeled 20-year scenario if left unchanged; by contrast, a single-lane roundabout with non-yielding right-turn lanes produced the best consistent LOS across AM and PM peak hours in their simulations.
"The recommended long term solution is a single lane roundabout with non yielding right turn lanes ... which provides the highest level of service for all times," consultant Josh Prather said. Consultants noted they ran roughly eight scenario iterations incorporating nearby corridor studies and developers' traffic-impact studies; they told the board Highway 100 will cause an initial 50% dip in east–west traffic that recovers over about 20 years while northbound volumes are expected to stay the same or increase. Commissioners asked about coordination with the city of Harrisburg; Superintendent Floyd said discussions and access-agreement negotiations are ongoing and he would prefer the city take over certain county road segments where appropriate.
