Property owner Matt Hearn, who said he and partners have operated in the neighborhood since 2004, told council the change is intended to provide tenant flexibility and support locally owned businesses.
The clerk read three letters in support from neighbors and nearby property owners, including comments praising local stewardship and food businesses. Councilmember Spears moved approval and the item passed unanimously on first reading; council then unanimously waived the second reading.
Council and staff framed the decision as a modest, neighborhood‑scale zoning adjustment to encourage small‑business activity without changing the site footprint or creating major new impacts.
