Public health and Animal Control reports: STI testing, Narcan trainings and adoption policy revisions discussed

The Health Committee outlined multiple program updates and policy work for Animal Control.
ICPHD Administrator Robin Allen reported program metrics: 136 permits issued in the month, low immunization numbers prompting plans for after-hours vaccine clinics, 2 lead follow-ups, and the launch of a new STI testing and treatment offering. Allen also reported four Narcan trainings and the resumption of school vision/hearing screenings. Amy Zabel of Iroquois Mental Health Center reported that IMHC has hired a new child and adolescent therapist and that since July 1 the center has taken 560 new mental-health clients and 99 new substance-use recovery clients.
Animal Control Administrator Angela Frary provided case counts for 25 calls: 7 welfare checks, 1 injured dog, 5 dogs running loose, 3 lost dogs and 2 found dogs, multiple noise complaints, and 3 bite reports. Frary said 11 cats were at the facility with transfers and TNR activity; she described the one-week trial adoption process and presented revisions to the feline/canine agreement (including renaming "Refund Policy" to "Return Policy" and changing the fee to return a dog from $50 to $100). The committee asked Frary to draft final agreements and directed review by the State’s Attorney before formal adoption.
The Health Committee approved claims and scheduled follow-up on kennel worker pay and foster-care contracts in the next meeting.
