Board approves paving resolutions, bridge bid and county striping; County Highway 31 set to close May 26

Transportation & Highway Committee members and county engineers presented multiple highway projects and bid tabulations that the board approved on May 12. The board adopted HMA paving resolutions: CH9 Milford to IL‑49 (Section 21-00317-00-RS) for $260,000 and CH9 and I‑57 interchange (Section 24-00130-08-WR) for $180,000. Both resolutions passed by roll-call vote.
County Engineer Alan Harwood told the committee that County Highway 31 (Pipeline Road) bridge at the Iroquois River “will be closed beginning May 26th” for repairs. Assistant County Engineer Doug Butzow presented bid tabulations; the committee accepted the low bid from Iroquois Paving for the Ash Grove Bridge at $636,991.94 and accepted Varsity Striping’s $30,045 bid for county striping after weighing engineer estimates and the possibility the project could see higher bids if re-let. The committee also approved an engineering agreement with Hutchison Engineering to perform a safety study and submit an FY2028 HSIP application for CH10 at Bayles Lake (work not to exceed $30,000) and an engineering agreement with Willett Hofmann & Associates for Stockland bridge repair ($26,584). The committee authorized equipment purchases up to $330,000 per the FY2026 budget.
Officials said accepting the present bids reduced the risk of higher re-bids and ensured timely project delivery ahead of expected letting and construction windows.
