Iroquois County placed on state stop-payment list; county public health grants at risk

Robin Allen, Administrator of the Iroquois County Public Health Department (ICPHD), told the Policy & Procedure committee and the full board that the Illinois Department of Public Health has placed the county on a stop-payment list because the county has not submitted FY2024 and FY2025 audit reports. Allen said that if the county is not removed from the list, ICPHD could lose more than $79,000 in third-quarter grant disbursements and be unable to apply for new grants. The deadline to come into compliance was reported as April 30.
Finance Manager Jill Johnson said she had contacted Clifton Larson Allen and provided the state with the auditor contact information; she reported auditors were being given access to county software to expedite work. The board’s discussion noted that several public-health programs have upcoming funding and compliance deadlines and that failure to resolve the audit filing could halt disbursements and program billing.
