Planning & Zoning deems several solar applications complete, forms working group for ordinance updates

The Planning & Zoning Committee on April 7 (reported to the full board April 14) reviewed multiple solar conditional-use permit applications. The committee deemed USS Woolly Solar LLC (approx. 4.32 MW) and CF IL Solar (approx. 1.3 MW) complete and ready for Zoning Board of Appeals public hearing, while finding the RDL IL North LLC application deficient and taking no action on it pending corrections.
Counsel and county consultants reviewed applications for completeness, noting outstanding State Historic Preservation Office items to be completed before public hearing for some projects. Committee members also discussed the need to revise the county’s battery-storage ordinance and other renewable-energy rules to comply with recently passed state legislation; a working group was proposed to complete revisions close to a statutory effective date referenced by counsel.
Committee members approved Commerce Street Solar LLC’s decommissioning and landscape plans and approved issuance of its building permit subject to board approvals and payment of third-party review fees.
