Iroquois County approves decommissioning and landscaping plans for Commerce Street Solar; building permit conditioned on those items

The Iroquois County Board on April 14 approved a set of conditions required for Commerce Street Solar LLC to move forward with a building permit. Planning & Zoning recommended and the full board approved Resolution No. R2026-22 (decommissioning agreement permit) and R2026-23 (landscape management plan).
Planning & Zoning counsel Andrew Keyt noted the Decommissioning Agreement requires a letter of credit equal to 100% of decommissioning costs upon issuance of a building permit, a higher assurance than phased-in statutory financial assurances. The committee also reviewed a landscape management plan and agreed it substantially complied with screening requirements. The committee approved issuance of the building permit conditional on county-board approval of the Decommissioning Agreement and the Landscape Management Plan and the applicant paying required third-party review expenses.
The board voted to approve both resolutions by roll call. The Commerce Street approvals follow staff and consultant review of permit materials and are explicitly conditioned on the applicant meeting the financial assurance and screening plan requirements before permit issuance.
