Council authorizes municipal energy-aggregation agreement to seek lower electricity rates

Galesburg authorized a new municipal aggregation agreement on March 16 to allow the city to participate with other municipalities in jointly negotiating a fixed supply rate for electricity to eligible residential and small commercial customers.
City Manager Hanson said the city joined the Central Illinois Municipal Aggregation Group in 2024 and used the Stone River Group LLC as energy broker. "While the final rate is not yet known, the program saved Galesburg residents approximately $18,998 in 2025 compared to the default Ameren rate," Hanson said, noting state law requires a new agreement be executed at least 60 days prior to expiration to permit required opt-out notices. Council approved the resolution (262008) by unanimous vote; staff said there is no budget impact for the aggregation program, and municipalities must sign on the same day the supplier is selected to secure the lowest possible bid.
