Engineers flag vertical clearance, utilities and regulatory limits as major constraints

Consultants and city engineers told attendees the corridor presents substantial engineering constraints: multiple rail operators (Caltrain, Union Pacific, future high‑speed rail and the planned BART extension), recent Caltrain electrification that raises clearance envelopes, and an extensive underground utility network.
John Cacciati gave technical guidance on vertical clearances and approaches: vehicular clearance is roughly 15 feet; bicycle and pedestrian clearance can be lower (around 10 feet); and, depending on the user type, approach runs "would be several 100 feet," which increases right‑of‑way and grading impacts. He also said a new at‑grade crossing is unlikely to be approvable by railroad partners and that "California CPUC does not permit new at grade crossings unless there's really extenuating circumstances."
