Trustee Dale Lael reported a field inspection of construction at 1401 W. Iles that he said occurred on March 25 and March 29, 2026 and raised code-enforcement concerns. Lael read a detailed timeline into the meeting minutes describing photographs he took, his on-site conversation with people working at the property and his instruction that construction stop until a permit was obtained. "Hi, I'm Dale Lael and I'm over the Building and Zoning for the village of Jerome. I stated you don't have a permit," Lael said during his account.
Lael said on March 25 he told the person at the site the work appeared to be a new room above a one-car garage and that rotten wood and possible termite damage were visible at the bottom of newly installed wall boards. According to Lael's reading of the events, the homeowner told him "they were just changing the windows," and later a middle-aged man at the site accused Lael of trespassing and said he had contacted his attorney. Lael told the board he instructed the homeowner to stop construction until a permit was approved and that he took multiple photographs documenting framing, sheeting and exposed beams.
