Town Attorney Lyndsey Ryan told the council the town has experienced contractors connecting to the system without permission and water being turned on after service disconnection for nonpayment. The ordinance text, read at the meeting, would increase the violation amount "from $100.00 to up to $5,000.00." Commissioner Walter Chase moved to introduce the ordinance; Commissioner Michael Sullivan seconded. The minutes record the motion as unanimously approved but do not list individual vote names.
