Council approves $3.57 million transit grant application, authorizes federal assurances

The Galesburg City Council voted unanimously April 20 to authorize submission of a Section 5311 Downstate Public Transit Operating Assistance grant application to the Illinois Department of Transportation for the period July 1, 2026, through June 30, 2027.
"These grants provide critical funding for the city's fixed route and paratransit services," staff member Hansen told the council, noting estimated total project funding of $3,574,775, including approximately $396,003.16 in federal funds and $2,859,008.20 in state funds with the remainder from local sources and transit revenue. The Public Transportation Advisory Commission held a public hearing April 9 and recommended approval.
Councilors voted to suspend the rules to move the ordinance to a second reading and then approved both the ordinance and an accompanying resolution authorizing required federal assurances — including compliance with federal labor protections, Title VI civil rights requirements and other grant assurances — by unanimous 7-0 votes. Hansen told the council that failure to submit the application would cause a significant funding shortfall and jeopardize transit operations.
The action directs staff to finalize and submit the application and to execute the required assurances if the award is made. No members voted against the application; no amendments were offered.
