A staff member explained the change "would be effective the beginning of next month," and the board set the effective date as Sept. 1, 2026.
Supporters said the move is intended to help with recruiting and to ease lateral transfers for police and fire personnel. A board member noted the city already budgeted for positions for the year and that the change "is not going to affect the budget any," according to the transcript. The motion to adopt the change was moved, seconded and approved by voice vote.
