Council discussed adding sign sleeves and a ramp; staff said sign sleeves could be added later and a ramp could be incorporated. Council authorized staff to enter into a contractor services agreement with Coulter Construction for a not‑to‑exceed amount of $38,316 (moved by Councilor Scoville, seconded by Councilor Kroger). The work was not originally budgeted and multiple contractor bids were not obtained under the standard process as presented to council.
