Senior Planner Angie Kemp summarized Ordinance No. 03-2026, which replaces the Town’s 2018 code references with the 2024 International Building Code series, adopts the 2024 Colorado Model Low Energy and Carbon Code (based on the 2024 IECC), and incorporates the 2025 Colorado Wildfire Resiliency Code among other 2024 ICC books and amendments. Kemp said the ordinance update followed several meetings, work sessions and trainings held between September 2024 and December 2025 with input from the Sneffels Energy Board.
Council discussion addressed specific items raised during prior meetings, including earlier concerns about an onsite energy-generation mandate; the Building Inspector clarified that requirement is no longer in the proposed changes. The Planner reviewed wildfire-hardening measures that “establish minimum requirements for ‘structural hardening’” intended to safeguard life and property. Councilmember Montague moved approval on second reading, Greenwood seconded, and the motion carried unanimously.
