The Boulder City Allotment Committee unanimously approved a residential allotment for 848 Lime Rock Road, a 3,703‑square‑foot single‑story home proposed by Contour Builders LLC, after scoring and discussion on Aug. 3, 2026.
Planning manager Nikisha Lyon presented the application and said the site is northwest of Lime Rock Road and Red Rock Road in the Lake Mead View Estates subdivision; the proposed home includes three bedrooms, two bathrooms, a two‑car garage and an attached casita. Lyon told the committee that R‑1 zoning allows only one dwelling unit per lot and that the resolution forwarding the allotment to city council will include a condition prohibiting the casita from being rented as a separate dwelling. Lyon also noted that the July 15 planning commission found the application in conformance with zoning.
Jeff, representing Contour Builders LLC, described the neighborhood as originally designed in the early 1990s, said some lots remain vacant and that many original homes were custom builds. He said the likely buyer for the proposed home is "an older established purchaser" and that the attached casita will probably be used by a grandparent. Jeff said Contour will match an existing half‑masonry/half‑iron wall on the lot to maintain cohesiveness with adjacent properties.
Committee members completed a staff scoring sheet; staff calculated the composite score at 96.5079 percent and presented that figure to the committee as the basis for the motion. A motion to approve the allotment using the staff score was made and seconded; members voted 'aye' and the motion passed unanimously. Staff noted that, under city code, a maximum of 120 residential allotments may be awarded in the construction year and that reservations previously approved for Toll South, LV LLC remain in effect.
The committee’s approval forwards the application to city council under the controlled growth ordinance; the resolution will include the zoning‑conformance condition limiting the casita from separate rental.
