Barry Tissant, who gave his address as 28426 Meadowbrook, told the council the construction activity adjacent to his house starts around 6:00 a.m. and asked whether work could begin later to reduce early-morning disturbance.
"Would you guys like to have that going on at your house at 06:00 in the morning?" Tissant asked, adding that dump trucks and loose gravel on the roundabout are damaging windshields and that truck movements appear to use an entrance not labeled as an exit. He urged the council to make the developer provide a street sweeper for city streets.
Council members thanked Tissant and asked the Caruso liaison and contractor to address the immediate cleanup; staff noted that work on state-controlled intersections may require MoDOT approval and that rerouting trucks could be under active consideration.
The liaison for Caruso later told the council contractors are working to reroute trucks and agreed to check on leftover rock and debris at the site the following day.
