Commission adopts Urban Redevelopment Plan, approves purchase agreement and authorizes issuance of revenue bonds

The Buford City Commission adopted the City of Buford Urban Redevelopment Plan after a public hearing on July 21, 2025. Chairman Phillip Beard provided an overview of the plan and fielded questions from audience members about property location and purchase price; no public objections were recorded.
Following discussion the Commission adopted a resolution approving the Urban Redevelopment Plan. The Commission also approved a purchase and sale agreement between the City and Gwinnett County and Gwinnett County Water & Sewerage Department. Commissioners then authorized the City Manager to contract with Stephens Inc. to facilitate issuance of City of Buford Urban Development Agency Revenue Bonds, Series 2025.
The sequence of actions establishes the redevelopment framework for the City and provides financing authority through bond issuance; details of the bond sale and any associated financial terms will follow Stephens Inc.'s issuance process and subsequent Commission review as required.
