Committee members call for independent oversight and clearer reporting of pilot payments

The committee discussed drafting recommendations that would strengthen pre-award evaluation (a 'but-for' financial justification), require clearer public reporting of pilot payments, and establish a process for legislative review or renewal of granted powers.
