Shelby County committee finalizes presentation and outreach plan for public 'pilot' meeting

The Shelby County Pilot Reform Ad Hoc Committee reviewed and revised a seven-slide presentation intended to explain how payment-in-lieu (pilot) agreements work and what community benefits — if any — they provide. Committee Chair (Speaker 3) said the slide deck will be the primary public-facing material at the committee's community meeting on Oct. 11, and members discussed adding plain-language definitions and a simple timeline example.
Dr. Austin Harrison urged the committee to use a single-property timeline to show taxable revenue before and after a pilot: "I think that's more of a timeline that shows, okay, if they hadn't gotten this pilot, we would be getting this number of taxes," he said, arguing a concrete example would help nontechnical attendees grasp the fiscal impact. Janice Banks, who is leading the presentation materials, agreed to revise the slides and distribute a PPTX so others can add graphics.
The committee settled on a short, five-slide substantive set (two extra slides reserved for Q&A), and debated how to present authorizing statutes. Assistant County Attorney Lisa Overall offered to review the statute language for a plain-language summary but cautioned the office typically does not provide legal defenses in an open meeting. Members also agreed to provide printed copies and a website link for attendees who prefer paper or deeper review.
