Director of Public Works Arthur Smith reviewed a proposed agreement between Wasco County, ODOT District 9 and Sherman County to permit contractors performing noxious-weed control on state highways to use county roads for transit and turnarounds. Smith clarified the county’s role is limited to granting right-of-entry; the county will not perform weed control, will not exchange funds, and the agreement does not authorize weed control on county roads. Chair Hege confirmed the county will not be spraying county roads under this agreement.
Commissioners approved the road-use agreement contingent on issuance of the state Site Certificate and delegated authority to the Public Works Director to complete logistical details. The approval preserves contractor access for the state’s highway vegetation control while protecting county responsibilities for county roads.
